Project Manager - Capital projects
Summary:
The Capital Engineering Department of a pharmaceutical manufacturing company is responsible for planning and executing capital projects that support manufacturing, packaging, laboratories, utilities, facilities, infrastructure, compliance, reliability, business continuity, capacity, safety, and operational improvement initiatives. Projects may involve new installations, replacements, upgrades, relocations, capacity expansions, remediation activities, obsolescence mitigation, energy improvements, facility modifications, and lifecycle improvements associated with solid dosage pharmaceutical operations. The selected contractor will be expected to provide experienced project management services to work collaboratively with site engineering, operations, quality, validation, procurement, finance, maintenance, EHS, automation, information technology, and external contractors.
Responsibilities:
1. Development and maintenance of integrated project plans and schedules.
2. Management of scope, cost, schedule, quality, safety, risk, procurement, communication, and stakeholder expectations.
3. Coordination of project meetings, agendas, minutes, action items, decision logs, and status reports.
4. Management of project budgets, forecasts, commitments, invoices, accruals, and cost reporting.
5. Management of change orders, scope changes, project risks, and contingency use.
6. Coordination with procurement for bid packages, purchase requisitions, purchase orders, contract administration, and vendor onboarding.
7. Coordination with contractors, vendors, consultants, and internal functional groups.
8. Support for shutdown, tie-in, outage, and construction coordination planning.
9. Escalation of risks, issues, decisions, and resource constraints.
10. Support for project closeout, lessons learned, financial closure, documentation turnover, and asset capitalization.
Utility Projects
1. HVAC systems and air handling units.
2. Chilled water, cooling towers, and process cooling systems.
3. Boilers, steam, condensate, and hot water systems.
4. Compressed air systems.
5. Vacuum systems.
6. Purified water, water for injection, and other pharmaceutical water systems where applicable.
7. Wastewater, process waste, and drainage systems.
8. Electrical power distribution, emergency power, UPS, lighting, and grounding.
9. Building automation systems and utility monitoring systems.
10. Fire protection and life safety systems.
Facility and Infrastructure Projects
1. Manufacturing, packaging, warehouse, laboratory, office, and support area modifications.
2. Cleanroom and controlled environment upgrades.
3. Roof, wall, floor, ceiling, door, and building envelope improvements.
4. Structural repairs and infrastructure rehabilitation.
5. Site utilities and underground infrastructure.
6. Roadways, parking, drainage, and site civil improvements.
7. EHS, security, access control, and code compliance improvements.
8. Energy conservation and sustainability projects.
9. Asset replacement and obsolescence projects.
10. Reliability, redundancy, and business continuity improvements.
Construction and Field Execution Support
1. Coordinating daily or periodic field activities.
2. Conducting field walks and construction progress reviews.
3. Supporting contractor safety coordination and permit-to-work processes.
4. Coordinating shutdowns, tie-ins, isolations, lockout/tagout planning, and operational impacts.
5. Reviewing contractor progress, manpower, schedule adherence, quality, and safety performance.
6. Managing requests for information, field change requests, punch lists, and deficiency tracking.
7. Supporting turnover package development and documentation review.
8. Ensuring work is executed in alignment with approved drawings, specifications, procedures, and site standards.
Commissioning, Qualification, Validation, and Turnover Support
1. Support commissioning planning and execution.
2. Coordinate factory acceptance testing, site acceptance testing, installation checks, functional testing, and operational readiness activities.
3. Support qualification and validation planning where required.
4. Coordinate with Quality, Validation, Engineering, Maintenance, Operations, and Automation teams.
5. Support development and review of turnover packages, test records, calibration records, maintenance plans, spare parts lists, training materials, and asset data.
6. Support change control closure and readiness for operational handover.
7. Ensure final documentation is complete, accurate, approved, and archived in accordance with site procedures.
Requirements:
1. Bachelor’s degree in engineering, construction management, or related technical discipline.
2. Professional Engineer license, Project Management Professional certification, or equivalent credentials, where applicable.
3. Minimum of 15 years of relevant project experience for project engineering roles.
4. Minimum of 10 years of relevant project experience for project management roles.
5. Prior experience in pharmaceutical capital projects.
