Environmental Specialist - US Gov. Federal project

SUMMARY
The Environmental Management Office (EMO) manages the Puerto Rico Air National Guard Environmental Management System (EMS) and environmental compliance support to Muniz Air National Guard Base, Punta Salinas and Punta Borinquen facilities. As part of the environmental management programs, the EMO has to provide environmental compliance trainings to all facilities personnel and EMS and environmental compliance shop inspections.

RESPONSIBILITIES

Trainings Services
  • Provide training for General Awareness for Environmental Management System (EMS) as per conformance requirements & AF/DoD Instructions, AFI 32-7001 Environmental Management.
  • Trainings for all required Environmental Compliance Program Objectives, as per regulatory requirements & AF/DoD Instructions, AFMAN 32-7002 Environmental Compliance and Pollution Prevention.
  • Includes courses mandated by specific law, rule, executive order, AF/DoD Instructions, FGS/OEBGD, or are mission-essential due to local permits, state laws or agreements.
  • Such training include: Hazardous waste management training, Spill prevention and response training, and Stormwater pollution prevention training.
  • Prepare and/or update training materials, including syllabus, presentation slides and handouts, as necessary.
  • Prepare training documentation, including training syllabus, materials presented during course and attendance list, for recordkeeping purposes.
  • Personnel to be trained includes but are not limited to the 156 Wing, the Geographic Separated Units and its tenants.
Audit / Inspection Services
  • Internal EMS audit/environmental self-inspection support for third-party certification of ISO 14001 in accordance with installation’s Internal Audit procedure.
  • Conduct environmental compliance self-inspection for each environmental program using The Environmental Assessment and Management (TEAM) Guides and State/Agency Supplements available on FedCenter.gov.
  • Document the results of the internal EMS audit and environmental compliance self-inspections in the Environmental Data Assessment Reporting Tool (EDART).
  • The use of EDART enforces the requirements of a documented deficiency, by ensuring each finding has the following: Finding/deficiency, Source of the finding, Requirement, Source of the requirement.
  • Generate inspection report and discuss observations, findings and deficiencies with the installation Environmental Manager.
  • Determine whether the installation's EMS is in conformance with Department of Defense Instruction (DoDI) 4715.17 Environmental Management Systems, AFI 32-7001 Environmental Management, and the requirements of the ANG EMS during program-level inspections and self-declare conformance annually IAW the Internal Audit procedure.
  • EMS audit/environmental self-inspection and environmental compliance self-inspection include all three PR Air National Guard facilities: Muniz ANGB, Punta Salinas and Punta Borinquen sites.
REQUIREMENTS:
  • Bachelor´s degree in Science or Engineering
  • A state Certification or License and 3 years of relevant full-time work experience
  • OR Bachelor´s degree and 5 years of relevant full-time work experience
  • OR 10 years of relevant full-time work experience
  • Own car
WORK METHODOLOGY:
  • 100% on-site job
  • Full time employment
  • 12 months of contract term
  • Administrative shift - Monday-Friday 7:30am to 4:00pm
  • Wiling to travel to Carolina, Toa Baja and Aguadilla- Puerto Rico
